Apparently, the voucher does not require exchange for bus ticket because the voucher is the bus ticket. The staff at Narita T3 bus counter kindly explained how to reserve the bus schedule. The link was in the voucher to be clicked on to confirm departure and drop off locations. Seat was assigned with the online reservation.

The counter was right outside after exiting, showed the voucher to the staff and exchanged for the ticket. If you booked to and fro, you need to tell them you are returning within 14days and they will hand you another voucher. This must be collected at the airport counter. Keep the return voucher and book your return ticket via whichever available avenue.
